Responding to Kazakhstan’s energy needs

The infrastructure for crude oil storage and transportation is managed by HPCL-Mittal Pipelines Limited, a wholly-owned subsidiary. This includes a 1,020,000 kiloliter (KL) crude oil terminal (COT) for blending and storage, an extensive 1,017 kilometer (km) cross-country pipeline facilitating crude transport from Astana, Kazakhstan, and a Single Point Mooring (SPM) for efficient crude oil reception.

Surging ahead to be the best

In 2023, our organization initiated the implementation of a quality management system aligned with global ISO 9000 standards. By March 2003, we transitioned to a process-based approach to quality management. Currently, our leadership is strategically focused on developing and restructuring our management system to meet the requirements of the latest GOST R ISO 9001-2015 standard, "Quality management systems. Requirements." This aligns our practices with internationally recognized ISO global standards, ensuring consistent quality and continuous improvement.

To ensure the continuous and reliable operation of our Catalytic Reformer Unit LCh-35-11/600, we conducted a significant overhaul in 2022. This upgrade included the integration of modern equipment, resulting in reduced fuel gas consumption and an improved process flow. In 2023, we completed a comprehensive redesign of the Parex-1 Unit. Furthermore, in 2024, we successfully implemented "Isomalc" technology at Unit L-35-11/300. The exceptional efficiency of the Isomalk-2 technology at our refinery has enabled us to produce high-octane Euro-4 compliant fuels.

In 2023, we initiated a significant renovation of our orthoxylene and paraxylene production facility. This upgrade involved a transition to DCS-based operation and the replacement of key equipment, including the F-101 Heater, recuperator, and field instruments. Moreover, we commissioned a novel unit, designed by Kmg Petrochem Oil Refinery, LLP, for the fractional separation of benzene-rich cuts from reforming catalyzate. This innovative solution has enabled us to meet stringent Euro-5 standards by reducing the benzene concentration in our vehicle gasoline to a mere 1% volume. Additionally, we undertook the replacement of specific machinery components, instrumentation, and process control systems to further enhance efficiency and compliance.

In 2022, we enhanced the equipment of our ELOU-AVT-2 Primary Crude Oil Processing Unit, achieving a significant reduction in energy consumption. Continuing our drive for improvement, we upgraded the LG-24/7 Unit for Hydrotreated Stable Diesel Fuel and Kerosene Components Production in 2023. This involved the integration of new field instruments and equipment in the first stream. As a result of this upgrade, we increased the capacity of our elementary sulfur production unit, leading to a substantial decrease in product sulfur content from 2000 ppm to 50 ppm. Furthermore, Block 1 underwent a comprehensive renovation, including the addition of a third catalytic stage, which now achieves sulfur conversion rates of up to 98%. The generating reactor in this block was also replaced. Block 2 is being prepared to process hydrogen sulfide gas from the currently under-construction L-24-10/2000 Unit.

In 2023, we implemented the advanced GTC-Technology method for aromatics extractive distillation at our Mixed Xylenes Distillation Unit. This technology enabled us to efficiently extract a benzene-rich cut (62-85 °C) and refine it into commercial benzene with a high purity level of at least 99.9%. Simultaneously, we brought Unit L-24-10/2000 online. This unit is designed to process a blend of straight-run diesel cut, visbreaker gasoline from the hydrocracker complex, and ambient gasoil. Notably, this unit now produces over 800 tonnes per year of ultra-low sulfur fuel, which was previously used in heavy fuel oil production, significantly enhancing the quality of our overall diesel fuel output. Furthermore, we completed the construction of our state-of-the-art Advanced Oil Refining Complex in December 2024. A key feature of this Complex's primary unit is vacuum distillation, which is part of its atmospheric residue deep conversion capabilities.
